Jessica Brown, MPH

Jessica Brown, MPH, is the Manager of Training and Workforce Development for the Center for Learning & Innovation at the SFDPH—a center of excellence in training and professional development that seeks to bolster the capacity of San Francisco’s public health workforce. For over 10 years, Jessica has served in both the government and private sector of public health where she has gained experience in health program development and management. She has gained much of her experience at the California Department of Public Health, Office of AIDS, HIV Surveillance and HIV Prevention Branches. There, she served as lead in managing the HIV Incidence and Molecular HIV Surveillance Programs, as well as provide high impact HIV prevention technical and capacity building assistance for local health departments. In addition, she has also developed trainings for the Black AIDS Institute on Social Determinants of Health, HIV Treatment Strategies, HIV Science, Current Directions in HIV Research, and Biomedical Interventions.

Adam Leonard, NP, MPH, AAHIVS
Lead Trainer/CBA Specialist
Adam received his Master of Public Health from the University of Minnesota and Master of Science in Nursing from the University of California, San Francisco. He completed a HRSA-supported Leadership Education in Adolescent Health fellowship with a focus on developing, implementing and evaluating public health interventions to reduce HIV and STI rates among young people. He is a board-certified nurse practitioner and credentialed as a HIV Specialist by the American Academy of HIV Medicine. He provides clinical care, specializing in HIV prevention and treatment, in youth clinics through the San Francisco Department of Public Health. He also is an Assistant Clinical Professor of Nursing in the Community Health Systems division at UCSF where he helps lead a five-year SAMHSA-funded capacity building project to improve mental health and substance use treatment and HIV prevention services for youth. He serves on the LGBT Health Services Subcommittee for the Society for Adolescent Health and Medicine and was the lead author on the organization’s forthcoming position paper on PrEP for youth. As Lead Trainer, Mr. Leonard will deliver training and TA to health departments in the area of prevention with high-risk negatives (biomedical prevention, with a particular focus on PrEP and PEP, STD testing, partner services, and linkage to care); and will lead curriculum development with the CBA Specialists and other CBA providers.

Gary Naja-Riese, MSW
Manager, Capacity Building Initiatives, Center for Learning & Innovation, SFDPH
Mr. Najarian brings over 20 years of experience in public health, policy development and implementation, community organizing, training and technical assistance and public and private sector management to our team. He joins the CBA project after successfully directing the recent Community Transformation Initiative for San Francisco, a three-year project to transform places and empower people to reduce heart disease and stroke. As Director, Mr. Najarian oversaw the management, implementation and evaluation of the initiative, provided training and technical assistance to 14 partner organizations and 23 members of the SFHIP Steering Committee, and managed the initiative’s staff.
Previously, Mr. Najarian developed and managed the Prevention Hub at the County of Marin’s Department of Health and Human Services. The Prevention Hub is a cross-collaboration of all the county’s prevention efforts all working together using the collective impact model to reduce injury and chronic disease in Marin County. The following branches were part of the Prevention Hub: High-Impact HIV Prevention, Tobacco Free Living, Preventing Drug Abuse and Excessive Alcohol Use, Healthy Eating/Active Living, Injury and Violence Free Living, Reproductive and Sexual Health, and Mental and Emotional Well-Being.

Israel Nieves-Rivera

Mr. Nieves-Rivera serves as the principal advisor and coordinator of Division-wide efforts to reduce disparities and improve health equity in San Francisco. Mr. Nieves-Rivera is the former director of HIV Policy for the San Francisco Department of Public Health. He provided ongoing input into the framing of the National HIV/AIDS Strategy. As a member of the management team in the HIV Prevention Section, Mr. Nieves-Rivera helped to complete the Comprehensive HIV Prevention Plan for San Francisco and ensure its alignment to the national goals.

Susan Buchbinder, MD
Director, Bridge HIV; Clinical Professor of Medicine, Epidemiology and Biostatistics, UCSF
Dr. Susan Buchbinder is the Director of Bridge HIV at the San Francisco Department of Public Health and Clinical Professor of Medicine, Epidemiology and Biostatistics at UCSF. Dr. Buchbinder focuses her research on risk factors for HIV acquisition and interventions to prevent HIV infection, including HIV vaccines, PrEP, behavioral interventions, rectal microbicides and combination modalities. She serves in leadership positions in the HIV Vaccine and Prevention Trials Network, and has participated in numerous NIH and UCSF advisory committees including the AIDS Research Advisory Committee, Prevention Sciences Working Group, Office of AIDS Research Advisory Committee, the UCSF Center for AIDS Research Internal Advisory Board, and the UCSF AIDS Research Institute Scientific Council.

Susan Philip, MD, MPH
Director, Disease Control and Prevention, Population Health Division, SFDPH; Associate Clinical Professor, UCSF
Dr. Philip oversees population-level clinical and disease control efforts, including biomedical HIV prevention, HIV and syphilis partner services, and HIV testing in clinical settings. Dr. Philip has served as a successful investigator on numerous NIH and CDC funded STD and HIV clinical trials. Currently, she contributes national and state leadership on the Executive Committee of the California STD Controllers Association and as Board Chair of the National Coalition of STD Directors. She is also an assistant clinical professor of medicine in the Division of Infectious Diseases at UCSF, and sees HIV primary care patients at SF City Clinic.

Susan Scheer, PhD, MPH
Director, HIV Epidemiology Section, SFDPH
Dr. Scheer has over 20 years of experience in HIV research and over 12 years of experience working with HIV surveillance data and related studies. She works closely with other HIV surveillance jurisdictions nationally on capacity building & shares HIV surveillance best practices both nationally and internationally. Additionally, Dr. Scheer has developed methods for using surveillance data to monitor and evaluate HIV prevention programs and has extensive experience applying these methods and data to HIV prevention strategies.

Tomás Aragón, MD, MPH
Health Officer, City and County of San Francisco; Director, Population Health Division, SFDPH
As Health Officer for the City and County of San Francisco, Dr. Aragón exercises leadership and legal authority to protect and promote health and equity. As the Director of the Population Health Division, he oversees public health services. He teaches epidemiological computing at the UC Berkeley School of Public Health and is interested in the practical application of decision and complexity sciences to health leadership and organizational performance. Dr. Aragón is the Principal Investigator of a CDC grant to develop and deliver training in complex decision making. He is also a fellow in the California Healthcare Foundation Leadership Program.

Willi McFarland, MD, PhD
Director, Center for Public Health Research, SFDPH; Professor of Epidemiology and Biostatistics, UCSF
Dr. McFarland’s experience ranges from mentoring undergraduate students to mid-career faculty as well as providing training, technical assistance, and capacity building to personnel of local health departments and national ministries of health. He also serves as Joint-PI for the SFDPH Summer HIV/AIDS Research Program (SHARP) for underrepresented minority undergraduate students. He oversees UCSF’s training programs for visiting scholars from Africa and the Middle East and has directly mentored over 50 young investigators from 18 countries for degree and short-term training programs. Dr. McFarland’s long term capacity building goals are to increase the representation of minority scholars and health officials and ensure that trainees from biomedical disciplines are bridged to the methods, perspectives, and advances in prevention research from diverse social sciences fields.

Ken Epstein, PhD, LCSW
CBA Specialist
Dr. Ken Epstein currently works for East Bay Agency for Children and as a consultant helping organizations promote and achieve culture change by improving organizational practices and workforce development. Previously he directed the Children, Youth and Family System of Care for San Francisco County Behavioral Health Services in the Department of Public Health. In this capacity he developed and lead the vision and implementation of Trauma Informed Systems which has become an organizational promising practice and has been spotlighted by SAMHSA. In addition, he served as the Principal Investigator for Trauma Transformed a regional SAMHSA grant. Prior to his appointment to this position he has worked within family and youth service programs since 1981 as a line worker, clinician, program director, professor and chief executive officer. Dr. Epstein is a Licensed Clinical Social Worker with a Ph.D. in clinical social work from Smith College and an MSW from UC Berkeley.

Robert Wilder Blue
CBA Specialist
Robert Wilder Blue is currently on the PrEP Capacity Building Faculty for the San Francisco Department of Public Health, with particiular expertise in HIV biomedical prevention program (PrEP/PEP) creation, management, and evaluation and PrEP navigation training and support. His most recent work was as head of the PrEP and PEP programs at San Francisco City Clinic. His experience includes several years of direct client service in sexual health and wellbeing counseling, social work, and case management with diverse communities.

Albert Liu, MD, MPH
Director, HIV Prevention Intervention Studies, Bridge HIV
Dr. Liu has led studies evaluating pre-exposure prophylaxis (PrEP) as a novel HIV prevention strategy and served as an investigator on the CDC-sponsored PrEP safety study for MSM in addition to serving as Medical Officer of the Global iPrEx efficacy trial in MSM and transgender women. He is currently the Protocol Chair of the multi-site U.S. PrEP Demonstration Project, evaluating PrEP implementation in STD clinics and community health centers. He is also principal investigator of EPIC (Enhancing PrEP in Community Settings), an NIH-funded project to develop and evaluate novel PrEP adherence support strategies in real-world settings. Dr. Liu is a board-certified internist who previously served as the Medical Director of the Haight Ashbury Free Medical Clinic in San Francisco and he is currently an attending physician at San Francisco General Hospital.

Dara Geckeler, MPH
Integration Manager, Community Health Equity & Promotion Branch, SFDPH
The Community Health Equity & Promotion Branch oversees San Francisco’s publicly-funded community health efforts, including community-based HIV prevention programs with the goal of ending new HIV infections and improving outcomes along the prevention, care, and treatment cascade. Ms. Geckeler has worked in HIV prevention since 1999. In keeping with the trend toward de-siloing, Ms. Geckeler’s work has expanded to include a broader focus on integrated health and wellness, by promoting alignment and coordination of prevention and health promotion efforts within and outside of the DPH. Ms. Geckeler’s experience includes coordination of National HIV/AIDS Strategy-related grants from CDC and SAHMSA, overseeing efforts devoted to improving the health of substance users living with and at risk for HIV, and ensuring integration of prevention and health promotion within the health care delivery system.

Deb Cohan, MD
Medical Director, HIVE; Professor, UCSF
Dr. Deborah Cohan is Professor in the Department of Obstetrics, Gynecology and Reproductive Sciences and the Department of Family and Community Medicine at University of California, San Francisco. She is medical director of HIVE/Bay Area Perinatal AIDS Center (BAPAC) and provides preconception, prenatal and gynecologic care for HIV-infected women and HIV-affected couples. She is also the Clinical Director of the National HIV Perinatal Hotline and Clinicians Network. Dr. Cohan is a member of the DHHS Panel on Antiretroviral Guidelines for Adults and Adolescents and her research interests include prenatal HIV testing strategies, the use of combined antiretroviral therapy during pregnancy and lactation in the resource-limited setting, and prevention of placental malaria among HIV-infected pregnant women.

Diane Jones, RN, ACRN
Nursing Consultant, San Francisco Bay Area/North Coast AIDS Education & Training Center
Ms. Jones has over 30 years of experience in providing care to people living with HIV and AIDS in the public health sector. She is currently the Managing Director of the Positive Health Access to Services and Treatment (PHAST) team. PHAST is an HIV clinic-based multidisciplinary team that has been linking patients to care at a County Hospital for over ten years. PHAST has extensive partnerships through the Department of Public Health and community-based HIV testing organizations. Ms. Jones has also led efforts to establish a comprehensive HIV testing program at San Francisco General Hospital, including testing in the Emergency Department, inpatient psychiatric unit, inpatient medical-surgical units, hospital-based primary care clinics and the hospital-based urgent care center. Ms. Jones has experience providing technical assistance to other medical centers and clinics on these and other issues as core faculty for the San Francisco AIDS Education and Training Center.

Ed Wolf
PCC Curriculum Writer and Trainer
Ed Wolf has been working in the HIV field since 1983. He worked on the first designated AIDS ward at San Francisco General Hospital and has developed trainings for Shanti Project and the UCSF AIDS Health Project. He’s also developed curriculum for the NIH, CDC, the original iPrEx trials, the Microbicide Treatment Network and others and has delivered HIV-related trainings across the United States, South America and Africa. He is featured in the award-winning documentary, “We Were Here.”

Eileen Loughran
Community Engagement Coordinator, Community Health Equity and Promotion (CHEP) Branch, SFDPH
Eileen Loughran has worked with the SF Department of Public Health since 1997. She has experience working the front-line with homeless, incarcerated, and injection drug using populations. Ms. Loughran has over fifteen years of experience in community planning and currently serves as the Government Co-chair of the newly merged HIV Community Planning Council. In her current role, as Community Engagement Coordinator, she provides oversight for planning and implementation of syringe access and disposal programs, including developing and maintaining strong relationships with the San Francisco Police Department, government agencies, neighborhood associations, and community partners.

Erin Antunez, MS
Program Coordinator, Linkage Integration Navigation Comprehensive Services (LINCS), SFDPH
Ms. Antunez has worked with SFDPH partners for the past three years to help develop the LINCS Navigation program, which provides linkage to care and re-engagement services to HIV-positive patients and clients who are identified as out-of-care or lost-to-follow up. Ms. Antunez supervises the LINCS Navigators who work with known-HIV positive persons, helping them to navigate the system of care, arrange and attend medical appointments, and provide direct counseling and problem solving assistance to overcome barriers to engagement in care. Prior to her work on LINCS, Ms. Antunez worked as an outreach worker, interviewer and counselor with active substance users for behavioral and pharmacological research studies in SFDPH and UCSF. She has worked in the field of harm reduction for the past fifteen years, starting with conducting street outreach and underground needle exchange for the Santa Cruz AIDS Project in 1998.

Erin Wilson, DrPH
Research Scientist, Center for Public Health Research (CPHR) Branch, SFDPH
Dr. Wilson was recently awarded a 5-year R01 from the National Institute of Mental Health to conduct an ethnographic and epidemiological study of HIV risk and resilience among transgender female youth. Dr. Wilson is the PI for the evaluation of a HRSA-funded Special Projects of National Significance demonstration project to increase linkage and retention in care among transwomen of color in the U.S. She is also a Co-Investigator for a HIV surveillance study of transmen in San Francisco. Dr. Wilson is an expert in qualitative methods. Her current work includes formative data collection for country-wide behavioral surveillance studies of risk populations such as MSM, international faculty mentoring for teaching qualitative research courses through her affiliation with the Institute for Global Health at the University of California, San Francisco, and conducting standalone qualitative inquiries to better understand HIV risk and care seeking among transgender women. Dr. Wilson also provides mentorship and training at all levels including faculty, postdoctoral fellows, junior investigators, and undergraduates through the SHARP summer internship program.

Hanna Hjord, MPH
Program Manager, Minority AIDS Initiative-Targeted Capacity Expansion (MAI-TCE) Program, Community Health Equity and Promotion (CHEP) Branch, SFDPH
Hanna Hjord is a Program Manager with the Community Health Equity and Promotion Branch of the San Francisco Department of Public Health. With 15 years of progressive experience, Ms. Hjord has worked at the forefront of addressing the intersection between social justice and health, from advocating for tenants’ rights in the Tenderloin, to providing sustainable drinking water in rural Africa, to integrating primary care with mental health and substance use services in San Francisco medical settings. She coordinated the city-wide “Get Turned On To It” FC2 female condom campaign for transwomen and gay and bisexual men. In this role, she designed online trainings, created a local website and helped develop the National Female Condom Coalition website. She currently heads a 3-year, SAMHSA-funded program that expands San Francisco’s capacity to address the behavioral health needs of people living with and at risk for HIV.

Jose Luis Guzman
HIV/HCV Prevention & Substance Use Program Liaison, Community Health Equity & Promotion Branch, SFDPH
Jose Luis has over fifteen years of experience working with substance users, communities of color, gay and bisexual men, transgender community, and injection drug using populations. In addition, he has over 10 years of experience in community planning and has served as Co-chair of both local and national HIV prevention community council. Currently he has an active leadership role in the training and implementation of point of care HIV and HCV testing in non-clinical settings, provides trainings to non-clinical staff around PrEP, supports syringe access and disposal efforts, provides technical support to community planning, and works on other health efforts.

Judith Auerbach, PhD
Public Sociologist; Independent Science and Policy Consultant; Adjunct Professor, School of Medicine, UCSF
Dr. Auerbach has previously served as Vice President of Research and Evaluation at the San Francisco AIDS Foundation; Vice President of Public Policy and Program Development at amfAR; Director of the Behavioral and Social Science Program and HIV Prevention Science Coordinator in the Office of AIDS Research at the NIH; Assistant Director for Social and Behavioral Sciences in the White House Office of Science and Technology Policy; and Senior Program Officer at the Institute of Medicine. For over two decades, Dr. Auerbach has worked at the nexus of science, program, and policy with a focus on HIV prevention. She has published, presented, mentored, and provided technical assistance in the areas of new HIV prevention strategies for women, including pre-exposure prophylaxis (PrEP), social determinants of health and well-being and their translation into structural interventions, and engaging in multi-sectoral partnerships.

Oscar Macias, MPH
Program Liaison, Community Health Equity and Promotion Branch (CHEP), SFDPH
Mr. Macias has been doing HIV prevention work since 1995 with a primary focus on Latino gay and bisexual men and Latina transfemales. His expertise includes community planning and health education. He was responsible for coordinating the development and implementation of the Latino Action Plan, a blueprint for the design of culturally appropriate HIV prevention strategies relevant to the needs of Latino gay and bisexual men in San Francisco. His current duties engage him with community-based organizations by providing technical assistance to address HIV-related disparities among Latino MSM and coordinates the CDC Materials Review Process. Most recently, through the National Alliance of State and Territorial AIDS Directors’ (NASTAD) Minority Leadership Program, he developed an implementation plan for the integration of local prevention and care community planning efforts.

Seth Pardo, PhD
Program Evaluator, Behavioral Health Services, SFDPH
Seth Pardo, Ph.D. is a nationally recognized researcher, program evaluator, and transgender health specialist active with educating providers, early career professionals, and students on social determinants of health for people with trans lived experiences. Dr. Pardo is currently a Lead Evaluator with the San Francisco Department of Public Health. He has worked for over a decade to raise awareness about the various factors that facilitate healthy development of gender identity, sexuality, intersectionality, and medical decision making for people with trans and gender diverse identities. Specializing in both academic and public health settings, Dr. Pardo has conducted federally-funded research as well as hosted, developed and presented workshops on sexual health, HIV prevention, substance use and recovery, diversity, cultural humility, medical necessity of gender affirming surgeries, and predictors of healthy identity development. He is considered a subject matter expert on transgender health and has a long history of developing innovative ways to move cultural competence from abstract ideas to implemented best practices.

Shelley N. Facente, MPH
Principal Consultant, Facente Consulting
Shelley Facente is a senior public health consultant with over a decade of experience working with government agencies and community-based non-profits, helping her clients understand, implement, and tell their story. Shelley earned a Master of Public Health from the University of California, Berkeley, with a concentration in Health and Social Behavior and a specialty in multicultural studies. She then worked for six years with the San Francisco Department of Public Health, assisting community-based organizations to plan and implement rapid HIV testing programs. This role helped Shelley hone her skills in bridging the gap between people developing policies and those implementing policies in the field. In 2009, Shelley left the health department and founded Facente Consulting, a public health consulting firm based in the San Francisco Bay Area. Her previous and current projects include work with the San Francisco AIDS Foundation, the International HIV/AIDS Alliance, the Bill & Melinda Gates Foundation, the U.S. Centers for Disease Control and Prevention (CDC), and the World Health Organization (WHO).

Shannon Weber, MSW
Director, HIVE
Shannon Weber, MSW is the Director HIVE (the former Bay Area Perinatal AIDS Center/BAPAC), a San Francisco General Hospital (SFGH) program providing preconception and prenatal care to HIV-affected individuals. Shannon launched the PRO Men (Positive Reproductive Outcomes for HIV+ Men) initiative, an innovative collaboration between HIVE and SFGH’s Ward 86 HIV Clinic integrating men’s reproductive and sexual health care into a primary care setting. With the San Francisco Department of Public Health, she is faculty with the Capacity Building Assistance program. Shannon is the coordinator of the San Francisco Getting to Zero Initiative.

Stephanie Cohen, MD, MPH
Medical Director, San Francisco City Clinic; Assistant Professor, Division of Infectious Diseases, UCSF
Medical director, San Francisco City Clinic, the municipal STD clinic in San Francisco; assistant professor in the division of infectious diseases, UCSF Dr. Cohen received her medical degree from Harvard Medical School and completed her internal medicine residency and infectious diseases fellowship at UCSF. She completed a research fellowship in HIV prevention studies at the Center for AIDS Prevention Studies (CAPS) and has a MPH from the University of California, Berkeley. She provides HIV primary care at City Clinic and the VA medical center. Dr. Cohen’s research focuses on using implementation science to guide the translation of STD and HIV prevention research into clinical and public health practice. She is currently a protocol Co-Chair and site Co-Principal Investigator of The Demo Project, an NIH-funded research study assessing the delivery of pre-exposure prophylaxis (PrEP) in STD and community health clinics. Additionally, she is the site co-PI of the STOP study, a CDC-funded study comparing 4th generation HIV Ag/Ab testing to pooled HIV RNA testing for the detection of acute HIV.

Susan Philip, MD, MPH
Director, Disease Control and Prevention, Population Health Division, SFDPH; Associate Clinical Professor, UCSF
Dr. Philip oversees population-level clinical and disease control efforts, including biomedical HIV prevention, HIV and syphilis partner services, and HIV testing in clinical settings. Dr. Philip has served as a successful investigator on numerous NIH and CDC funded STD and HIV clinical trials. Currently, she contributes national and state leadership on the Executive Committee of the California STD Controllers Association and as Board Chair of the National Coalition of STD Directors. She is also an assistant clinical professor of medicine in the Division of Infectious Diseases at UCSF, and sees HIV primary care patients at SF City Clinic.

Susan Scheer, PhD, MPH
Director, HIV Epidemiology Section, SFDPH
Dr. Scheer has over 20 years of experience in HIV research and over 12 years of experience working with HIV surveillance data and related studies. She works closely with other HIV surveillance jurisdictions nationally on capacity building & shares HIV surveillance best practices both nationally and internationally. Additionally, Dr. Scheer has developed methods for using surveillance data to monitor and evaluate HIV prevention programs and has extensive experience applying these methods and data to HIV prevention strategies.

Susanne Doblecki-Lewis, MD
Director, Infectious Diseases Fellowship Training Program; Assistant Professor, University of Miami
Dr. Doblecki-Lewis is a board certified Infectious Disease specialist and HIV clinician at the University of Miami and Jackson Memorial Hospital. She is a co-investigator on the NIH/NIAID-funded PrEP Demonstration Project and Medical Director for the Miami site, located at the Miami-Dade County Health Department. She has extensive experience in curriculum development and implementation for physicians and trainees at the University and has provided technical assistance and training to community providers in collaboration with the Florida Department of Health and Miami-Dade County Health Department. Dr. Doblecki-Lewis’s ongoing initiatives include biomedical prevention strategies in MSM and evaluation of testing and prevention strategies for homeless women in South Florida.

Thomas B. Knoble, MSW
Capacity Building Program Coordinator, Community Health Equity and Promotion (CHEP) Branch, SFDPH
Mr. Knoble has been doing HIV/STD/HVC testing work in San Francisco since 1991 with a focus on gay and bisexual men, transgender females and people who inject drugs. Mr. Knoble is a California HIV State Certified Trainer charged with training all new test counselors. Within this role, he coordinates and oversees a team of health workers to implement and evaluate the California State HIV Basic Counselor Training and to develop materials. His efforts have raised awareness around testing quality assurance issues throughout California. Locally, he is a program liaison for community testing sites, the microbiology lab and the Health Department. Mr. Knoble has a wealth of experience working with providers struggling to adapt to the constantly changing HIV prevention landscape.

Tim Matheson PhD, MS
Intervention Director and Counseling/Interventionist Supervisor, Center for Public Health Research (CPHR) Branch, SFDPH
Dr. Matheson has shepherded intervention efforts for high risk and substance using HIV negative and positive individuals, as well as newly diagnosed and out-of-care HIV positive individuals. These interventions included aspects of Motivational Interviewing, Strengths Based Case Management, Cognitive Behavioral and Personalized Cognitive Counseling. He provides technical assistance and lead responsibility on the national and international level in the form of intervention development, intervention manual creation, interventionist (counselor/patient navigation) training and oversight, fidelity monitoring and supervision in support of NIDA, NIH and CDC funded efforts.

Trang Nguyen, PhD, MPH
Epidemiologist, Applied Research, Community Health Epidemiology and Surveillance (ARCHES) Branch, SFDPH
Dr. Nguyen develops and coordinates interdisciplinary surveillance, research, and evaluation projects and provides epidemiologic consultation across ARCHES and the Population Health Division of the SFDPH. Her primary areas of focus are STD and HIV. Dr. Nguyen’s research, project management, and publication experience includes HIV care integration in rural areas, STD testing according to socioeconomic status, electronic reportable disease surveillance, syndromic surveillance, and outbreak investigations.
